I am not an expert in SEO but I have some personal experience with free vs paid listings. For one of my sites, I had over 1000 backlinks form free directories. One month after listing it in two high quality paid directories my traffic from search engines was double. I did not get many direct visitors but SEO traffic is more important. Time I spent submitting to 1000+ free directories could be used to earn much more money than I paid for listings in paid ones. Now I go with paid listings from start, but I still submit to free ones when I am bored. I think paid directories(quality ones) are much better option than free ones.
